Availability of Technical Guidance

[Saturday, December 14, 2024]Technical guidance documents (TGD) are available on the Department of Environmental Protection's (Department) web site at www.depgreenport.state.pa.us/elibrary/. The ''Technical Guidance Final Documents'' heading is the link to a menu of the various Department bureaus where each bureau's final TGDs are posted. The ''Technical Guidance Draft Documents'' heading is the link to the Department's draft TGDs.
Ordering Paper Copies of Department Technical Guidance
The Department encourages the use of the Internet to view and download TGDs. When this option is not available, persons can order a paper copy of any of the Department's draft or final TGDs by contacting the Department at (717) 783-8727.
In addition, bound copies of some of the Department's documents are available as Department publications. Check with the appropriate bureau for more information about the availability of a particular document as a publication.
Changes to TGDs
Following is the current list of recent changes. Persons who have questions or comments about a particular document should contact the person whose name and phone number are listed with each document.
Final TGD: Minor Revision
DEP ID: 393-3130-108. Title: New Source Sampling Requirements for Surface Water Sources. Description: This TGD outlines the procedures for sample collection and provides a list of the minimum new source sampling requirements for all new surface water sources of public water supply. The minor revisions include adding Perfluorohexane Sulfonic Acid (PFHxS), Hexafluoropropylene Oxide Dimer Acid (HFPO-DA, commonly known as GenX Chemicals), Perfluorononanoic Acid (PFNA) and Perfluorobutane Sulfonic Acid (PFBS) to the list of minimum sampling requirements. These revisions were necessary to update this TGD following the finalization of the United States Environmental Protection Agency's (EPA) PFAS National Primary Drinking Water Regulation published at 89 FR 32532 (April 26, 2024) as final, which included maximum contaminant levels for the four additional compounds.

Final TGD: Minor Revision

Description: This TGD outlines the procedures for sample collection and provides a list of the minimum new source sampling requirements for all new community and nontransient noncommunity groundwater systems and transient noncommunity groundwater systems that are required to obtain a Department-issued construction permit. The minor revisions include adding PFHxS, HFPO-DA (commonly known as GenX Chemicals), PFNA and PFBS to the list of minimum sampling requirements. These revisions were necessary to update this TGD following the finalization of EPA's PFAS National Primary Drinking Water Regulation published at 89 FR 32532 (April 26, 2024) as final, which included maximum contaminant levels for the four additional compounds.

Final TGD: Minor Revision
DEP ID: 381-5511-111. Title: Guidelines for the Uniform Environmental Review Process in Pennsylvania. Description: The Uniform Environmental Review (UER) process was developed by the Department for Federally funded wastewater and drinking water infrastructure projects financed through the Pennsylvania Infrastructure Investment Authority. Pennsylvania's UER process is part of the State Environment Review Process (SERP) that has been approved by the EPA as meeting the requirements of the National Environmental Policy Act. Implementation of an EPA-approved SERP is a condition of the Federal State Revolving Loan Grant. In addition, the UER process allows recipients of multiple Federal funding sources the opportunity of completing one environmental review acceptable to all parties.
Federal Executive Order 14030 reinstated Executive Order 13690 to incorporate the Federal flood risk management standard (FFRMS) for projects utilizing state revolving funds. As a result of Executive Order 14030, the EPA required states who implement the State Revolving Fund Program to update their SERPs to reflect changes to the evaluation of flood risk. The Department revised Pennsylvania's UER TGD to reflect the FFRMS requirements, which now appear as section 3.2 Floodplains of the TGD. The Department also made other minor revisions throughout the revised interim final TGD to provide updated information.
Notice of these revisions in the interim final TGD was published at 54 Pa.B. 2167 (April 20, 2024). The Department received comments and questions from one organization on the interim final revisions during the 30-day public comment period. A Comment and Response Document has been prepared for the revised interim final TGD. Compared with the revised interim final TGD, additional minor clarifying and formatting edits have been made in the final TGD.
