By the Authority:

 The Philadelphia Parking Authority regulates taxicab and transportation network company (''TNC'') services in Philadelphia though its Taxicab and Limousine Division (''TLD'').1

 On August 15, 2024, Rasier-PA, LLC (''Petitioner''), holder of TNC license 1035574-TNC, filed a petition with the TLD seeking the creation of a TNC-Medallion Taxicab referral system.2 The proposed referral system would permit users of the Uber app to select a medallion taxicab in lieu of a TNC vehicle. As proposed, the Uber app will work seamlessly with the medallion taxicab app provided by Curb Mobility, LLC (''Curb'').

 Petitioner further proposes that Uber riders who select the taxicab option on the Uber app will see an upfront fare for the taxicab trip prior to selecting the ride. Per Authority Order No. 22-001, the taxicab tariff already permits the use of an upfront flex fare pricing model for trips requested through the Curb app.3 As proposed, each medallion taxicab driver will have the option to accept these Uber referrals, which will all go through the existing taxicab app provided by Curb.

 Petitioners note that the proposed cooperation between the Uber app and Curb app has been in place in New York City since 2022. The Petition also attaches letters of support from Curb, Authority certified dispatchers, and Philadelphia taxicab drivers.

 Upon filing of the Petition, the TLD began to gather information and comment concerning the Petition. The TLD sought written comments from the industry mem-bers and the general public through various means.4 The TLD received 186 comments relevant to the Petition. The comments received were 53% in favor, 37% unfavorable, and 10% were neutral.

Now, Therefore, under review of the Petition and all related information, it is hereby Ordered that the TLD take the following actions in furtherance of this Board's consideration of the Petition:

 (a) The TLD shall test the operability and functionality of the proposed referral system;

 (b) The TLD shall determine if the proposed referral system will comply with the Act and the Authority's regulations and orders including, but not limited to:

 1. Taxicab rates and approved tariff, based upon time and mileage;5

 2. Meter activation, display and receipts;6

 3. Complaints and lost & found;7 and

 4. Trip reporting.

 (c) Upon conclusion of this investigation, the TLD is to report its findings to this Board together with any further recommendation concerning the Petition; and

 (d) The TLD staff shall broadcast this Order to all members of the taxicab industry by email as well as posting it on the Authority's website and within TLD Headquarters along with depositing this Order with the Pennsylvania Bulletin for publishing.

4  The TLD notified the public and all members of the Philadelphia taxicab industry of its intention to receive input from all concerned parties during a comment period regarding the Petition. All notices were accomplished by email on September 18, 2024 and October 17, 2024 to all regulated persons that have a registered email address with the TLD, publication in the Pennsylvania Bulletin on September 28, 2024 along with posting on the TLD's website www.philapark.org/tld. Furthermore, the TLD and the Authority's Public Engagement Department conducted a social media campaign for the solicitation of comments. Lastly, the Public Engagement Department created a brief video seeking comment of the Petition that was displayed on the passenger information monitors located in the back seat of medallion taxicabs. The public comment period ended on November 26, 2024.
